Installation of Sewage Treatment Plant in Buildings- Real Estate Sector will face more crises

The article concentrates on the impact of sewage treatment plant installation in residential buildings on the real estate sector of the country.
The article states that since 2010 the real estate sector of the country has been battling many tribulations. A few of the factors attributed to the dire state of the real estate sector are high land price, unsold flats in completed projects, limitation of loan availability, political instability and many others. Currently, REHAB is trying to overcome this phase. However, under these circumstances, if installation of sewage treatment plant in residential buildings is considered, then problems will increase. REHAB suggested that the decision has to be taken after careful thinking. According to the article, the decision was taken in a meeting of Ministry of Public Works regarding DAP review committee held on 4th June of 2014. As per the decision, when RAJUK approves a plan, it has to be ensured that STP installation is incorporated in it. The decision was taken to protect environment and rivers of the country, stated the Minister to the reporters during the meeting. He further commented that RAJUK will send officials to visit existing apartments for inspection and STP installation shall also be enforced in buildings with only septic tanks.
Several real estate business people stated that the process of getting design approval of buildings under DAP areas is highly complicated and time consuming. Due to the lengthy process, developers sometimes cannot deliver projects on time to landowners. Meanwhile landowners have to pay on a monthly basis. And apartment owners point the blame to developers. To mitigate the hassle and simplify the process, REHAB had suggested government for a one-stop center and zoning procedure repeatedly but to no avail. Under such circumstances, the decision to include STP installation in building design approval will further impair the real estate sector.
REHAB Vice President, Engr. Sarder Md. Amin commented that the government is trying to initiate STP installation in all buildings but without considering its feasibility. Regarding the issue, a meeting was held with Ministry of Public Works. The sewage treatment plant is an expensive addition to the building which is commonly found in factories and not suitable for residential projects. If the government considers this then it would be unrealistic and real estate developers would be the most affected because installation of this plant is not possible at lower than Tk 1 crore. If STP is installed in residential flats, it will raise construction costing. Furthermore the cost of chemical required to maintain this plant is also high. Therefore, it is tricky for real estate developers to install STP in residential buildings.
RAJUKâs Uttara Flat Handover Not Happening in December

The article talks about the delay in handover of apartments in Uttara Project of RAJUK.
Although flats in RAJUKâs Uttara Apartment project were supposed to be handed over in December, the handover is being delayed due to several factors. Incomplete construction works, no installation of lift and utility connection problems have put constraints on the schedule. This is why it might take from April to June of next year for the handover to take place. The article cites concerned officials of Uttara Apartment Project as source of the information.
Around 5,500 consumers received allotment of 1620sqft apartments in Block A of Uttara sector 18. The project comprises of total 79 buildings, each 15 storied. The apartment price of the flat is Tk 3500 per sqft. The consumers will also have to bear additional charges for service and car parking space allotment.
According to the article almost 3500 consumers have provided approximately Tk 24 lac as deposit and RAJUKâs requirement of 3 installments in the initial stages. However, so far RAJUK has been able to complete only ten 15 storied- buildings having 840 flats and according to sources, handing over apartments to 3500 consumers for 840 flats can ensue chaos. Moreover, even though utility connection installation is underway, there has been no initiation for lift installation.
A project site visit revealed that additional 5 building construction is near complete and total number of flats in those is approximately 420. Deputy Director of the project, Md. S A Sabri spoke to Prothom Alo on this account stating that although it was expected the handover to 840 consumers could be possible by December, the reality is entirely different. However, it may be feasible in April or June.
On the other hand, consumers will have to pay the fourth installment. Apart from this, customers who have paid two installments after application later on also need to pay the third installment. Although there is scope for extension, the last day to pay the installment till now is 31st October.
Project Display in Rakeen City

Real Estate business has to be taken outside Dhaka

The article talks about the requirement of real estate establishments outside Dhaka to fulfill housing needs of everyone. The talk surfaced in a conference held for World Housing Day on 4th October 2016 organized by REHAB. In the event, REHAB senior members, as well as ex-Ministry of Housing and Public Works, Sheikh Shahidul Islam and several journalists were present.
The main speech revolved around providing accommodation for people in the country who are still deprived of housing facilities. The article states that due to climate change, several regions of the country are facing river corrosion, as a result of which people are becoming homeless. In the capital city of Dhaka alone around 50 lac people are homeless. To prevent migration of rural people in the capital city, accommodation has to be provided in District, Division and Upazilla level. Senior Vice president of REHAB and Member of Parliament, Nurunnobi Chowdhury commented that REHAB members have to undertake new projects in different regions of the country after consideration of affordability of the buyers. He also suggested that housing requirement of people who have lost their fluvial island (chor) also needs to be fulfilled. He further commented on the negligence of government towards the real estate sector and urged the government to bring down interest rate of home loans to a single digit unit to revive the sector.
REHABâs First Vice President, Liakot Ali Bhiuyan quoted that the real estate sector employs more than 2 crore people. He also stated that REHAB members also contribute to Hotel-Motel establishments in Cox Bazaar which is helping in the promotion of tourism in the country.
The introductory speech in the program was delivered by Sohel Rana, REHAB Vice President (Finance). Also, present in the event were Maksudur Rahman,  Professor of Dhaka University, Geography and Environment Division, Kamrul Islam Chowdhury, General Secretary of National Press Club besides others.
Interview of Ministry of Housing and Public Works Secretary,Md Shahid Ullah

On World Habitat Day 2016 Kaler Kantho staff reporter took an interview of Ministry of Housing and Public Works Secretary, Md. Shahid Ullah.
In the interview, when asked about this yearâs theme observed on World Habitat Day, he replied the theme of the current year is âHousing estate is the center of development.â On the occasion, institutions under Ministry of Housing and Public Works have undertaken various programs such as rally, relevant discussion meetings and so on.
Replying to a query about progress of work for ensuring housing for all, Md Shahid Ullah answered that as per Prime Ministerâs announcement, extensive work has been undertaken to achieve the vision by the year of 2021. Working towards the goal, National Housing Authority, Capital Development Authority, Chittagong Development Authority and several other bodies have undertaken several projects which are in progress in Dhaka city and other areas of the country. Almost 90 flats and projects are currently underway. Apart from these, he stated there are several more projects in the pipeline.
Concerning the acute housing problem which government officials have to face, the Secretary affirmed that in the capital city, they are able to provide about 8% housing and this amount is slightly higher outside the capital city. He stated as per Prime Minsiterâs announcement by the year 2018, work has been initiated to raise this amount to 40%. Department of Public Works, RAJUK and National Housing Authority have started construction works of eleven 20-storied buildings on nine empty plots. Also, planning of several other projects have been undertaken for empty plots in Azimpur and Motijheel Colony, as well as project of new building replacing old establishments. He further stated that they have taken initiative to construct multi-storied buildings in place of twenty one dilapidated buildings in the capital city.
When asked about progress of new construction buildings for Ministers, Judges and Secretary. Md Shahid Ullah replied that for the judges, construction of 76 flats of superior type is under construction and these can be handed over by December. Apart from these, several flats are being developed for ministers and secretaries.
The interviewer also enquired about monitoring of quality of construction materials about a large number of flats that are being constructed in Mirpur. Md Shahid Ullah stated that one thousand flats are being constructed in Shopnonogor project at Mirpur Section 9. And concerned authority is monitoring quality of work, as well as ensuring financial transparency of the project. For timely completion of project, the concerned authority along with Prime Minister holds meetings periodically with the in- charge engineers to get the updates on construction status.
Commenting on relatively higher prices of government flats due to which sale in Uttara project is sluggish, Md Shahid Ullah stated that there is no scope for government flats to be higher priced than those of private organizations. He stated that the planned project has several features and amenities like playground, park, ponds, community center, mosque, library etc. He further stated the project is being given with a 20-year installment facility. Also, the project is being constructed following BNBC guideline, and not only that, there is also home loan available from tie-up with a private bank for the Uttara project with an interest rate of 9%.
When asked about steps to be taken for ensuring planned residential areas such as Dhanmondi, Lalmatia, Mohammadpur, Mirpur, Gulshan Baridhara Banani and Uttara to remain so instead of being cluttered with commercial use, the Secretary replied that RAJUK has identified establishments that are commercial in those areas. He further stated several homeowners are using residential property for business purpose and actions will be taken against those who have violated the law. Also, RAJUK is continuously carrying out eviction process and has further plans to do so in said locations.
Further in the interview, when enquired about progress of work in projects outside Dhaka, Md Shahid Ullah commented that apart from city, housing projects have been undertaken in district level as well. He is hopeful by next year the authority would be able to play significant role in achieving milestone for solving housing problem persisting in the country.
Md Shahid Ullah acknowledged role of private real estate companies in development of the country. He stated several works have been undertaken in government plots with the aid of private real estate companies to develop planned residential areas. He also stated new private policy has been simplified. He urged private real estate companies to build according to BNBC guidelines and expressed hope that private organization will come forward as a development partner.
Housing Minister Advises Providing Home Loans to Facilitate Real Estate Sector

The article focuses on a âWorld Habitat Dayâ-discussion meeting held at Osmani Sriti Milonayoton on 3rd October. The program was arranged by the Ministry of Housing and Public Works and chaired by its Secretary Md. Shahid Ullah.
In the meeting, Ministry of Housing and Public Works Engr. Mosharrof Hossain commented that to bolster the real estate sector, government needs to provide home loan with interest rate as low as 4-2% with a tenure period of 30 years. He reflected upon the imperativeness of real estate sector as it comprises of more than 300 industries and employees of some several lacs. To sustain the real estate sector, government should take up new policies and provide long term home loan for ensuring housing of low income and middle income group. He suggested doing this will cease migration to the capital city and stated that to provide accommodations for all, near about 1 lac apartment projects are in the pipeline in various locations such as Purpachal, Jhilmil and Uttara.
Also present in the program was UNDPâs Acting Country Director Mr. Nick Beresford who stated that housing is a basic right for all and despite being a middle income country, the real estate sector of the country is developing favorably. He also stated UNDP has been consistently playing an active role in augmenting the real estate sector of the country.
